No. Legally it is not stalking. It is not stalking anymore than a homeless man asking you for money on the street is stalking. It can be harrassment if he doesn't stop it by the 3rd time you ask him to, but it's not stalking. Now. If said homeless man or fictional toon shows up at your work place or at your home, then it goes to stalking. Before that, it's just annoying.
I'm not sure where the attitude that you shouldn't have to move it offends you come from.
Perhaps you're not American. In America I can say whatever racist trash I want and it's quite legal. And you can't complain to anyone to have me shut up. (FYI...not a racist, would never do such a thing, using it only to make a point). As long as I'm saying it in a public area and not on private property. I could also do Flash Dance type of gyrations in the a public place as long as I was clothed decently. This could be as little as a bikini. They might get me for lewd behaviour on an arrest, but I'd win in court.
If someone is doing something that offends me in public (aggresive homeless people, drunk and rowdy college students) I cross the street. I do not report them to the police. It isn't a matter of bad behaviour being rewarded or punished. It's a matter of not caring enough about what a stranger is doing to take more interest in it.
By the way...I think the "reward" he might have been looking for was for you to dance back with him. Leaving wouldn't have been a reward to him.
As for humor, next time tell anyone who does anything suggestive to your female toon tell him that you're a guy in real life and would they like to cyber.
Bottom line, it's not really that big a deal. Why should you care what someone you will likely never meet in real life does? They are meaningless in your life...or should be.
Move on, get in the game! Best of luck on your travels in Guild Wars.

I usually sit to sow I'm afk, but if I'm waiting around for my friends to join me in game I'll dance like crazy. Dancing is just a cute feature thats fun to play with, especially after doing a pile of quests and you just need a break, of when trying to buy or sell and its a slow day ^^
I don't agree that you should have to move away from someone if they're bothering you, but there's not really much to be bothered by in a game. I just think its amusing since they don't know who's on the other side of the puter screen. Plus there's always the /shoo thing. It's much more fun to play along with it, even if it's just by shooing them and stuff than to actually get upset by it.
The only thing that bugs me about dancing is when people stand around spamming about how everyone else thinks they're cool and how they themselves think they're cool for doing so. If that happens I move servers to avoid the arrogant spamming.

Why should female gamers have to put up being harassed by pre-pubescent teens? Would you run up to someone at a bus-stop or in a mall and start thrusting at them? No, you wouldn't. It may be a game but that doesn't excuse not treating people with the same courteously you would in real life. Humour is great in a game, but not at the expense of other people feeling harassed.

Right on. IF there ever comes a time when someone is annoying me, usually by their insisting on spamming in ALL, I will move. They have as much right to do whatever they want to in a game as I do. End of story.

The reason they do it in a game and not in real life is because they know they can't get in trouble for it. And they're right. I don't think there are any laws against placing one none-existent collection of pixels beside another none-existent collection of pixels and typing '/dance'. Jerks they may be, there's nout you can do about it. This is why I historically avoid multiplayer games altogether, and why I've only been in about three different parties since I started this game a while ago -- people suck.

I'm still dancing, but I won't be playing the drums anymore. I left my f. ele happily playing the bongos whilst I went afk, then came back to find I was slapping on the head of a big hulking brute of a warrior.
The problem wasn't that I was offended, it's that I was on the phone to my girlfriend at the time I noticed, and explaining to her why I suddenly snorted with laughter is not something I want to go through again.

I miss the big "end of BWE" parties in Lion's Arch.
ArenaNet, please take a break from all this game rebalancing, and organize a big event for us. Let us have some of the sense of fun back for the rest of us, and maybe the whiners will go away meanwhile.

Just female gamers? You don't think having a male toon walk up and thrust in your toons face might not bug some male playing a female toon?
And you don't have to take it. You can leave. Do a mish, switch districts, move to a different city, et al.
To someone elses response. No, they likely wouldn't do it irl. This isn't irl. So yes, it does happen.
Oh...and if you've ever had the misfortune of spending any amount of time in Berkeley, California, yes that sort of thing *does* happen there. Sadly, I'm not joking.

Wow. I can't believe you all think it's cool for someone to follow you around humping your leg, just because he paid 50 bucks. One time, sure--I'll move. But if someone follows me, that's sicko creepy, not funny.

I think it's funny how people are just looking for an excuse to complain..
First, sigils were too hard to get..then the Pvpers didn't get everything they wanted right from installing the game..then the devs 'ruined' farming..then destroyed the economy with the rune traders..and now people are dancing in a way they don't like!
The outrage!!!
Just play the damn game, and stop moaning..

I have a sense of humor, and setting up your char to act like something sexual is happening between your char and another isn't funny. It's pretty lame and shows immaturity. Sure, it's just a game, but I'm not going to stand around and let some pre-pub dude get off on my char...or make fun of her. It doesn't offend me, but it literally makes me sick to my stomach. Not to mention, what if the char actually belongs to a woman? Last time I checked it wasn't okay to make sexually suggestive remarks or actions towards complete strangers. There's a little thing called decency and respect.
Now, like I said, I understand that this is a game...so I do expect some losers to cross my path. But just because it's a game, and it really has no bearig on RL, doesn't mean I can't call you out for the loser you're being. I for one will try to report anyone harrassing me or my character. It may not be RL, but the communication is, and therefor decency should be involved as well. Some people may feel it's okay to act a fool, but have enough repect for me to leave me out of it.

I don't walk up to random people and do 'sexual' dances, but I do play drums on their head sometimes..
However, if a friend or guild member is in the city, quite often I will mess around with the emotes. Simply because it's fun, and they have a sense of humour.
If, at any point they complain about it or ask me to stop I will..but usually they laugh or join in.
